David E. Kaplan
President
Mr. Kaplan is a commercial real estate consultant on issues involving:
- tenant representation, including relocation, lease renewal, and lease restructuring;
- negotiation strategy and lease negotiation;
- coordination of legal, accounting and insurance reviews;
- coordination of design and construction for tenant improvements;
- sublease/assignment/recapture representation;
- purchase/sale representation; lease/purchase assessment;
- tax-exempt financing; DC Enterprise Zone-based acquisitions and leasing, including special financing, capital gains exemptions and employee tax credits;
- evaluation and control of rent escalation and operating expense passthroughs.
His tenant representation projects for professional, not-for-profit, association and governmental clients exceed two million square feet. Also a founder of two business enterprises, he has experience in securities and other litigation, federal regulatory affairs, and commercial transactions, and for over thirty years has specialized in commercial real estate transactions.
Mr. Kaplan is a former chair of the Steering Committee of the DC Bar Real Estate, Housing and Land Use Section Real Property Transactions Committee, and is a former chair of its
Standard Commercial Lease Project. He has taught numerous seminars on commercial leasing for the DC Bar and other professional organizations, has published articles in his area of expertise in various professional publications, and has served as an expert witness on commercial leasing matters in federal and DC courts.
